Professional Experience

Scott has over 30 years’ experience working as a senior leader in the mining industry and as an environmental consultant to the oil sands, oil and gas, mining, power, and government sectors in Canada. Scott’s consulting career has focussed on aquatic science, environmental impact assessment, mitigation, management, and monitoring, and regulatory permitting of proposed and existing developments. 

Scott’s experience includes leading diverse teams to deliver large and complex projects. Scott brings a strong understanding of federal and provincial regulatory processes, and environment best practices and trends, with extensive experience working with all levels of government, Indigenous groups, non-government organizations and the public.

Select Project Experience

 

Teck Frontier Oil Sands Mine Project, Alberta

As a senior representative of Teck, directed a diverse team of highly skilled professionals through the joint federal-provincial regulatory process to secure major provincial approvals for the proposed 260,000 barrel-per-day oil sands mine development in Alberta.
Canadian Natural Resources Limited Horizon Mine, Alberta
Led the fish and fish habitat component of the Horizon Mine regulatory application as well as related applications to secure various provincial and federal approvals for the mine.
Teck Coal, British Columbia
Provided senior technical and strategic advice in support of regulatory applications associated with Teck Coal's existing and proposed mine developments located in the Elk Valley of British Columbia.
Grizzly Extension Pipeline Project, British Columbia
Assessed impacts to aquatic resources potentially affected by the pipeline development. Contributed to regulatory submissions to the National Energy Board and led the required application to Fisheries and Oceans Canada to secure the Fisheries Act Authorization for the project
Surmont In-Situ Oil Sands Project, Alberta
Served as the aquatic resource discipline lead for ConocoPhillips’ regulatory application for the project. Also worked closely with the client, government agencies and stakeholders to secure various regulatory approvals during operations, including those required for watercourse crossings.
Nechako River White Sturgeon, British Columbia
As principal author of the Fraser River White Sturgeon Monitoring Program: Comprehensive Report and co-author of the Recovery Plan for Nechako White Sturgeon, provided senior technical advice to the Nechako White Sturgeon Recovery Initiative, of which I was a founding member.

Brazeau Dam, Alberta
Contributed to regulatory submissions in support of TransAlta’s application to complete required maintenance activities at the Brazeau Dam powerhouse. Also directed the application to Fisheries and Oceans Canada to secure the Fisheries Act Authorization for the Brazeau Power Development South Dyke Stabilization and Upgrade Project.
